Scope and policy

Focus and scope

The Scientific Series of the University of Computer Sciences considers Information Technologies from a multidisciplinary dimension. Therefore, from the commitment to the public, it incorporates as a priority texts that contribute practical solutions applied in different projects. It covers topics related to: Computer Science and Informatics; Higher Education; Teaching Learning Process; Social Approach to Science and Technology; Information and Telecommunications Technologies; Development of computer applications; Software Engineering and Management; Electronic Government; Artificial Intelligence; Computational Mathematics; Image Processing; Parallel and Distributed Programming; Pattern Recognition; Process Automation; Cybersecurity; Digital Systems; Free Software; Programming Techniques; Database Technologies; and Bioinformatics.

The objective of the journal is to disseminate the research and reflections that are made from the specialty of Computer Science and Informatics. Academic articles that address the aforementioned topics are published, as well as essays, research advances and academic reviews with relevant contributions in the areas of the journal. All contributions are evaluated, and it has a system of peer review by academics.

The Scientific Series of the University of Computer Sciences is aimed at researchers, professors, specialists and students, both national and international, from the academic and scientific community related to Information Technologies.

The Scientific Series of the University of Computer Sciences is published only in electronic format and facilitates unrestricted access to all its content from the moment of its publication. It is distributed free of charge according to the philosophy of the Open Access to Information Movement. The Scientific Series journal does not charge fees for the submission of papers.

Peer review process

The review by experts helps the Director and the Editorial Board to decide which articles are most appropriate to publish in the journal, while helping the authors and the director to improve the quality of the works that are published. Works published in preprints are accepted and the opening of research data is promoted. The open arbitration policy is conveniently applied.

The articles sent to the Revista Serie Científica de la Universidad de las Ciencias Informáticas are evaluated by double-blind peers, a process in which neither the reviewer nor the author have any data that allows them to be identified; special care is taken with the established ethical standards to avoid conflicts of interest.

The journal has the collaboration of external evaluators outside the publishing institution. All proposed manuscripts are sent to external evaluators. The Editorial Board will carry out a first review to determine the relevance of the topic and whether the manuscript complies with the Publication Standards. If the article presents methodological deficiencies or does not deal with a topic of interest to the journal, it will be rejected.

The reception and registration of the manuscript is only the initial step of the editorial process for its selection and does not necessarily lead to acceptance for publication. The final decision is exclusively up to the Editorial Board, which reserves the right to choose the articles to be published, as well as to make style modifications while respecting the original content. The selection of the material proposed for publication is based on the interest for the majority of professionals, scientific soundness, originality, timeliness, timeliness of the information, seriousness in the treatment of the subject, its writing and compliance with ethical standards. The process of evaluation of the articles is fully automated and the author will be able to receive and exchange with the editorial committee, as well as follow the evolution of the process, necessarily through the electronic platform (Open Journal System).

The manuscript is sent to two reviewers, who will have four weeks to carry out the review; their conclusions will be evaluated by the editorial committee. In case of a discrepancy of opinion between the two reviewers, a third will be appointed.

Each manuscript is reviewed taking into account specific review guidelines according to the type of article, which can be requested by authors and reviewers. The comments and suggestions of the Editorial Board and the reviewers will be sent to the corresponding author, who must respond as soon as possible.

The decision of acceptance, acceptance with modifications or rejection is communicated by the editor to the author. In case of rejection, the editor sends the results of the evaluation to the contact author with the reviewers' suggestions regarding the improvements that could be applied to the article. If accepted, the article goes to the editorial processing stage.

The maximum time for the publication of an article from its submission, if accepted, is one year.

In all cases, the identity of referees and authors will be protected to avoid as far as possible the existence of conflicts of interest in the verdict. The decision taken in the arbitration process is final and unappealable.

The evaluators may recommend to the Editorial Committee that the article be:

  • Accepted
  • Accepted with modifications
  • Rejected

The publication of contributions in other sections will be at the discretion of the editorial committee.

Open Access Policy

The Scientific Series, following the Budapest Open Access Initiative, declares itself as an open access scientific and academic journal, and allows readers and authors to read and publish manuscripts, respectively, free of charge and for free.

Free, open and immediate access to the contents of the Scientific Series is carried out under the principle that making research freely available to the public fosters a greater exchange of global knowledge.

Archive

This journal uses the LOCKSS system to create a distributed storage system among participating libraries and allows the creation of permanent archives in the journal for conservation and restoration purposes.

Policy on the sections of the journal

The Scientific Series of the University of Sciences Journal predominantly publishes original research articles. It also considers for publication review articles, data articles, reviews, letters to the editor. It will also publish any other type of article that, due to communication needs, is decided. Articles that due to their importance are published even if they do not comply with the characteristics established in the standards for publication, will be considered as Special.

Policy on the editorial process

This journal uses an electronic system for editorial management. All processes that include the activity will be carried out through the platform. Submissions or personal communications using other media are not allowed.

  • About submitted manuscripts

As part of the adoption of the universal principles of Open Science in favor of the credibility and transparency of research results, the Scientific Series Journal of the University of Sciences accepts manuscripts deposited in Preprints servers (see pre-submission policy). It is the duty of the authors to declare the permanence of their manuscripts in these repositories. The submitted manuscripts will be subject to a first evaluation to determine the relevance to the thematic coverage of the journal and compliance with the established regulations. Documents that do not meet these initial requirements will be returned.

  • About the evaluation process

Manuscripts that are accepted after the first evaluation will be subject to peer review. This journal supports the principles of Open Science that promote transparency in the manuscript evaluation process, and therefore may use open evaluation methods. If the document is accepted with modifications, the authors will have up to 15 calendar days to return it with the corrections; otherwise, a new submission must be made and the process will begin again. The editorial team is committed to giving a verdict on the evaluation process within a period of no more than 90 days.

  • About the technical process

The technical process includes the correction, design and layout of the manuscript, at which time the authors will receive the corrected and laid out versions for approval. To examine and approve the versions, the authors will notify their approval within a period of no more than 72 hours from the date of submission. After this limit, the article will remain pending.

Authorship Policy

The journal recognizes the people who sign as authors provided that they meet the universally established criteria for authors of scientific articles. Authors of original articles will be regularly asked to send the authorship declaration signed by each of them and explaining their role within the research. The editorial committee reserves the right to accept certain authors in relation to the declared role and the scope of the research.

Copyright Policy

The University of Computer Sciences (UCI), through the publishing house Ediciones Futuro, protects the Copyright from the moment the submission is made. However, it cedes part of the author's property rights by displaying a Creative Commons Attribution 4.0 International license (CC BY 4.0). This license allows others to distribute, mix, adjust and build upon your work, even for commercial purposes, as long as the authorship of the original creation is recognized.

Policy on prior publications and presentations at events

The Revista Serie Científica de la Universidad de las Ciencias will not consider any original research work or component of a research work that has been published or is under consideration for publication elsewhere. Theses or dissertations are not considered prior publications. The publication of research articles on non-profit preprint servers such as SciELO Preprints, arXiv.org, bioRxiv.org, ChemRxiv.org, medRxiv.org and similar is recognized. Distribution on the Internet in other ways may be considered prior publication and may compromise the originality of the article as a submission to a scientific journal. While manuscripts are under peer review, they should not be published in any instance. If any press coverage is to be carried out in relation to the content of the manuscript, it is recommended to do so after the document has been published.

Policy on the declaration of conflict of interest

Authors will declare in their research if there are conflicts of interest in relation to the research results presented and will be responsible for the information provided. The declaration of conflict of interest is a section within the scientific article.

Policy on ethical violations

The journal uses match detection systems to analyze all contributions received without exception.

This journal adheres to all good practice initiatives in scientific publication at an international level; and uses the algorithms of the Committee on Publication Ethics (COPE) to resolve all cases of misconduct in scientific publication.

Policy on the publication of issues

The journal publishes on a Quarterly basis and will do so with a minimum of 6 articles in each issue. Priority is given to 50% of the original articles in each issue.

Issues are published at any date within their validity period. Articles that are not ready for publication in this period will be available for other issues. Articles with a submission date greater than one year are not published.

Policy on publication languages

The journal predominantly publishes articles in Spanish, but favors publication in English provided that the author(s) are native English speakers. English versions of articles in Spanish by Spanish speakers must have a professional translation certification.

Policy on the document referencing system

Only works explicitly cited in the text are included in the references. Avoid the use of unreliable sources. All bibliography used must be delimited in the body of the document following the guidelines of the ISO 690 and ISO 690-2 standards in the form (Surname, year) e.g. (Jiménez, 2010) for the bibliographic referencing of articles.

Policy on file preservation

The journal uses its own file preservation system supported by the sponsoring organizations. In parallel, it uses the CLOOKS system provided through the Open Journal System tool itself.

Privacy policy

The names and email addresses entered in this journal will be used exclusively for the purposes established in it and will not be provided to third parties or for use for other purposes.

Policy on errors after publication

The Revista Serie Científica de la Universidad de las Ciencias requires authors to thoroughly review the final version of the manuscript before publication. Authors assume responsibility for any errors not noticed before publication. Errors found after publication will be assessed by the Editorial Committee, which decides whether it is necessary to replace the current version or publish an errata.

Policy on the publication of special issues or supplements

Special issues or supplements respond to a need to communicate specifically about a topic or event, although there are already so-called proceedings for the latter.

The publication of a special issue of the Revista Serie Científica de la Universidad de las Ciencias is conditioned by the situations described above. Its structure and length will be determined by the Editorial Committee, in conjunction with the editorial processing unit or Publisher (Ediciones Futuro). An ad hoc team may be selected to carry out the activity.

On the publication of commercial advertisements or promotions

The Revista Serie Científica de la Universidad de las Ciencias does not promote advertisements for commercial products that function as sponsors. However, in the context of scientific activity, the pages of the journal can be clear vehicles for dissemination. Courses, workshops and events related to the central theme of the publication can have a space in this space for viewing.

Open Data Policy

The Scientific Series Journal of the University of Sciences promotes the opening of research data, as long as the level of confidentiality allows it. As part of compliance with the principles of Open Science, the author may present his research data on any of the servers available internationally for such purposes, which guarantees compliance with the FAIR principles (Findability, Accessibility, Interoperability, and Reusability).

Guidelines for authors

Authors interested in publishing in the Scientific Series of the University of Informatics Sciences (Scientific Series) may submit original articles, review articles, short articles and book reviews, which must comply with the established publication standards to be accepted in the peer review flow. Only unpublished works that are not committed to other publishers will be accepted. The publication languages ??will be English and Spanish.

The Scientific Series, based on its open access policy, does not apply charges for article submission, processing and/or publication (APCs), so each accepted manuscript is treated free of charge.

The Scientific Series' Ethical Statement, Code of Conduct and Anti-Plagiarism Policy emphasize the originality of manuscripts. However, authors may submit manuscripts whose previous versions have been deposited on an internationally approved pre-print server. The Scientific Series accepts and welcomes manuscripts previously deposited on  arXhiv.org, provided that this is declared by the authors when submitting their manuscript -indicating the name, address and DOI-, and that they can reference the final published version of their manuscript in the Scientific Series.

Contributions may be written in Microsoft Office Word and Latex, always using Times New Roman at 11 points and paper measuring 21.59 cm x 27.94 cm (letter format). The top and bottom margins will be 3.81 cm and 1.2 cm on the right and 2 cm on the left. Texts must be written with 1.5 spacing and a blank line as a separator between sections.

Submission of originals

Authors with internet access may submit their work through the web version of the Scientific Series, available at http://publicaciones.uci.cu. Likewise, proposals for collaboration in electronic format addressed to seriecientifica@uci.cu. All communication between authors and collaborators with the editorial collective will be done exclusively through this email account.

Authors, by submitting their manuscript, agree to comply with the rules, guidelines and editorial policies of the Scientific Series, especially the Ethical Declaration, the Code of Conduct and the Anti-Plagiarism Policy.

Authorization

Only those works submitted with the proper authorization of the institution where they were carried out will be published.

It is the exclusive responsibility of the authors to include and/or send content that may be considered restricted or confidential by the institutions to which they are affiliated.

Authorship

This is limited to those who have contributed substantially to the conception, design, execution or interpretation of the research. All those who have contributed in this way must be listed as co-authors.

Authors must carefully consider the list and order of authors before signing the manuscript. Any changes may be considered upon request from the corresponding author, with the reasons, approval of all authors (initials, additions or removals), sent before acceptance of the manuscript and approved by the Editorial Board..

Structure of manuscripts

All materials to be published must have:

  • Title in Spanish and English.
  • Full names of the authors and institutional affiliations. ORCID code. The full name of the institution, postal address including telephone number and email address should always be indicated. Indicate the corresponding author with an asterisk (*). Use super numerical indexes at the end of full names to distinguish authors with different institutional affiliations. List institutional affiliations in a separate paragraph below the list of authors.
  • An abstract should be included in Spanish and English, with a length of 200 to 250 words and between four and five keywords in both languages. In the case of book reviews, this will not be necessary.
  • Pages should be numbered in the lower right corner.
  • Keywords: 3 to 6 terms are accepted and should avoid being general, plural, and including multiple concepts. Avoid the use of abbreviations, except if they are firmly used in the field of research addressed by the manuscript. Keywords are essential for indexing the manuscript. Manuscripts that use The ACM Computing Classification System  (CCS) for such classification will be welcome.
  • Do not use unnecessary abbreviations or acronyms. When they appear for the first time, they must be accompanied by their meaning.
  • The International System of Measurements and the comma (,) must be used in figures.
  • To highlight elements of the text, italics must be used, but never “quotes”, bold, uppercase or capital letters. Quotation marks must only be used in textual citations.
  • Formulas must be inserted as images, which must have the name of the formula at the bottom. Fractional numbers must be inserted as editable text, never as images.
  • Tables and figures must be inserted in the body of the text and be optimized for printing in black and white and preferably in vector formats.
  • Images must be at least 531 x 1328 pixels (length by width) using a minimum resolution of 300 dpi. If a long image is used, it must be proportional to 200 height x 500 width. Images must have that proportion when scaled.
  • Bibliographic references must comply with ISO Standard 690, and it is mandatory that only those cited in the text (last name, year) are listed and organized in alphabetical order, with a French indent at the end of the article. Bibliographic references must not exceed 20 citations; 80% must be from the last five years.
  • File types for exporting images are preferably accepted in the following order: SVG .EPS .TIFF .PNG.
  • All figurative elements (images, models, tables, code, formulas, etc.) and supporting files (video, animation sequences, visualizations, audio, datasets, etc.) of the manuscript must be sent independently and previously subscribed to on the Figshare platform. Authors are encouraged to integrate their Figshare profile with their ORCID identifier and reference their images from the manuscript using the DOI provided by Figshare
  • The title of the figures will be placed at the bottom using Times New Roman at 10 points, with sequential numbering according to the order in which they appear in the work. If texts are included, the same language as in the contribution will be used.
  • Accepted fonts are Times, Arial, Courier, or Symbol, with a large size that allows for legibility of the font and can be reduced in size for a table of contents.

Depending on the type of contribution, the structure of the manuscripts will be:

Original article (10 to 15 pages):

References

The cited bibliography will be organized according to the guidelines of the ISO 690 and ISO 690-2 standards. Within the text, the citations will be indicated in the form: (Last name, year) and the bibliographic entries will appear at the end of the article, in alphabetical order and corresponding to the type of source cited. Endnote, Mendeley, Zotero or Jabref  are recommended for managing your references and citations.

References to data collections in online repositories are welcome. This type of citation should include: name of author(s), title of the data collection (dataset), data repository, version (if available), year, and persistent global identifier(e.g. DOI).

References and citations should be submitted with the manuscript as a separate file in RIS or BibTex format exported by the managers recommended above.

Accepted journal abbreviations are those officially declared by ISSN International Centre in its List of Abbreviated Titles 

Check list for preparing submissions

As part of the submission process, authors are required to check that their submission complies with all of the items listed below. Submissions that do not comply with these guidelines will be returned to authors:

  • We hereby declare that the contents presented in this document are the direct product of the intellectual contribution of the authors declared therein, and that the form and content in which they are presented are not being shown in parallel to any other editorial space for possible publication.
  • The file sent complies with the instructions given to the authors for this type of contribution and is in .doc format for Microsoft Word or .odt for Open Office Writer
  • We are aware that the Scientific Series of the University of Computer Sciences contemplates, as part of its guidelines, the mandatory approval of academic arbitration known as peer review, for the possible incorporation of a text in its editorial process, and we are also aware that the results of said opinion are final.
  • All data and references to materials already published are duly identified with their respective credit and included in the bibliographic notes and in the citations that are highlighted as such and, in the cases that require it, we have the due authorization of those who possess the patrimonial rights. For the above reasons, we declare that all materials presented are completely free of copyright and, therefore, we are not responsible for any litigation or claim related to intellectual property rights, exonerating the University of Computer Sciences from all liability.
  • In the event that the work presented is approved for publication, we, the author(s) and owner(s) of the copyright, authorize the University of Computer Sciences as the publishing institution, in an unlimited period of time, to include said text in the Scientific Series of the University of Computer Sciences and in turn to reproduce, edit, distribute, exhibit and disseminate its content in the country and abroad by printed, electronic, database, pre- and post-publication repositories, CD ROM, Internet or any other known or unknown means.

Copyright notice

The submission of a contribution to the Scientific Series of the University of Computer Sciences implies a NON-EXCLUSIVE TRANSFER of rights, which includes:

  • Reproducing the Article in whole or in part and communicating the Article to the public in printed or electronic format, combined or not with works of third parties, such as making the Article available to the public through the Internet or any other network, as part of a database, with on-line or off-line access, for use by third parties;
  • Translating the Article into other languages ??and disseminating the translation to the public;
  • Creating adaptations, summaries or extracts of the Article and other works derived from it, as well as exercising all rights over said adaptations, summaries, extracts and derivative works;
  • Including the Article, whether in its translated, adapted or summarized version, in whole or in part, in a computerized database and making it available to third parties;

The Author of the articles published in the Scientific Series of the University of Computer Sciences may exercise the following rights:
