Methodological Approach for the Identification and Definition of Territories with Productive Potential for the Development of an Economic Development Zone (ZED) in Costa Rica: the Case of Puntarenas

RESUMEN: Este estudio hace una contribución en torno a la discusión teórica y metodológica sobre los criterios y factores determinantes en la identificación y definición de Zonas Económicas de Desarrollo (ZED). En este caso en particular se analizan las potencialidades que el cantón Central de la provincia de Puntarenas, ubicado en el Pacifico Central de Costa Rica, tiene como territorio catalizador para el desarrollo de una ZED en el país. Aunque el estudio está enfocado en Costa Rica, la aproximación metodológica podría ser aplicada en otros países de América Latina, considerando las propias particularidades y utilizando las bases de datos disponibles en cada país para identificar y delimitar territorios con potencial productivo y de localización, a partir de los cuales se puedan desarrollar ZED.

This study contributes with the theoretical and methodological debate regarding the criteria and factors to identifying and defining Economic Development Zones (EDZ). In this case, we analyze the potentialities that the Central county of the province of Puntarenas, located in the Central Pacific region of Costa Rica, has as territory able to catalyze the development of an economic zone in the country. Even when this study is focused on Costa Rica, the methodological approach could be used in other Latin American countries, considering their own particularities and by using their own available data to identifying and defining territories with productive potential and locational advantages, from which they can develop EDZ.

Integral Development of the Community of Banes from the Perfection of the Cultural Management

RESUMEN: El estudio aborda el complejo contexto cubano actual, en el cual instituciones culturales como el museo y centros universitarios deben desarrollar su gestión cultural, un escenario que doblemente incide sobre su funcionamiento, por un lado los desarrollos de los públicos, los cuales están siendo influidos, de una parte, por una creciente información mediatizada y de otra por las acuciantes situaciones sociales por las que está pasando nuestra sociedad, y, por otro lado, las políticas que se han trazado para mantener los éxitos sociales alcanzados, con el menor costo humano posible, pero que exigen un reordenamiento tal que propicie el desarrollo de estas instituciones y su gestión cultural, que las acerque a una solución para revertir adecuadamente la relación público universitario-instituciones culturales, insertándose en el contexto nacional e internacional.

The study addresses the current complex Cuban context, in which cultural institutions such as the museum and university centers must develop their cultural management, a scenario that doubly affects their functioning, on the one hand the developments of the public, which are being influenced, On the one hand, by an increasing mediated information and another by the pressing social situations that our society is going through, and, on the other hand, the policies that have been designed to maintain the social successes achieved, with the lowest possible human cost , but which require a reorganization so as to foster the development of these institutions and their cultural management, which will bring them closer to a solution to adequately reverse the public university-cultural relations, inserting themselves in the national and international context.

Culture and Personality Training in Early Childhood

RESUMEN: El ensayo aborda el concepto de cultura, referido a toda la creación que la humanidad ha ido realizado en su devenir histórico, categoría que se relaciona con el reto civilizatorio que trae aparejada la globalización para nuestros pueblos. Se pone de relieve la necesidad de establecer la relación entre las categorías cultura-identidad nacional-desarrollo y su vínculo con las políticas educativo/culturales para promover la creatividad y preservar el patrimonio cultural y la diversidad. No es posible sustraer del análisis el enfoque contemporáneo a las categorías "modernidad" y lo "moderno", así como la relación escuela-familia y su importancia para el logro de los objetivos de la escuela de hoy en la región. Como especificidad se incorpora entre otras aristas, el papel del juego, la literatura, el arte y la exploración en el proceso de formación.

The essay addresses the concept of culture, referring to the whole creation that humanity has made in its historical development, a category that is related to the civilizational challenge brought by globalization for our peoples. It highlights the need to establish the relationship between the categories culture-national identity-development and its link with educational / cultural policies to promote creativity and preserve cultural heritage and diversity. It is not possible to remove from the analysis the contemporary approach to the categories "modernity" and "modern", as well as the school-family relationship and its importance for the achievement of today's school objectives in the region. As specificity, the role of play, literature, art and exploration in the formation process is incorporated among other aspects.

Sustainable Development in Construction Activity

RESUMEN: En el presente artículo, se realiza una exposición crítica de los aciertos, desaciertos y perspectivas del concepto de Desarrollo Sostenible, por cuanto, resulta un vehículo propicio para difundir y promover conciencia a escala internacional de la profunda crisis ambiental y humana que asola el planeta. Así mismo valora las implicaciones en la actividad constructiva de tal perspectiva de desarrollo, tanto de la actividad a escala global como particularmente en Cuba. Conscientes que la consecución práctica del Desarrollo Sostenible, parte de conformar un conocimiento científico de la realidad natural y social en que se inserta.

In this article, a critical exposition of the successes, mistakes and perspectives of the concept of Sustainable Development is made, because it is a propitious vehicle to spread and promote awareness at the international level of the deep environmental and human crisis that ravages the planet. Likewise, it values the implications in the constructive activity of such perspective of development, as much of the activity on a global scale as in Cuba. Aware that the practical achievement of Sustainable Development starts from forming a scientific knowledge of the natural and social reality in which it is inserted.

Rural Tourism from Popular Education. Experience in the Tobacco Field "Hoyo de Mena", Pinar del Río, Cuba

RESUMEN: En el presente artículo se expone la importancia de potenciar el desarrollo de la modalidad turística rural desde la Educación Popular en Hoyo de Mena, vega tabacalera perteneciente a la Ruta del tabaco en Pinar del Río, Cuba. Igualmente se aprecia cómo este proceso facilitó la revalorización de la identidad local y el desarrollo comunitario. Describe las técnicas utilizadas en el diagnóstico que permitió el diseño de una estrategia participativa donde se resignifican valores culturales y se dinamiza la económica local. Se aprecia que la investigación acción-participación como método, propició la formación de sujetos críticos capaces de transformar sus prácticas y el contexto, autogestionar y comunicar los valores de su patrimonio natural.

ABSTRACT: This article shows the importance of promoting the development of the rural tourism modality from the Popular Education in Hoyo de Mena, tobacco field belonging to the Tobacco Route in Pinar del Río, Cuba. It is also seen how this process facilitated the revaluation of local identity and community development. Describes the techniques used in the diagnosis that allowed the design of a participatory strategy where cultural values are reinvigorated and the local economy is enlivened. It is observed that action-participation research as a method facilitated the formation of critical subjects capable of transforming their practices and context, self-managing and communicating the values of their natural heritage.

Gender Approach in the Evolution of the Cuban Legal System and its Manifestation in the Current Criminal Law

RESUMEN: El presente artículo refleja la evolución histórica del tratamiento legal que se le ha dado a la mujer y sus derechos en el proceso de creación y desarrollo del vigente ordenamiento jurídico cubano, así como una exposición cronológica del comportamiento del enfoque de género en dichas disposiciones normativas desde el período colonial hasta la actualidad. Se analiza además, su manifestación en el Derecho Penal actual y a partir de ello, se compara jurídicamente el delito de violación en países como Venezuela, Argentina, Bolivia y España. Dentro de los resultados se obtuvo que son significativos los avances en virtud del principio de igualdad que ofrece la ley cubana, aunque presenta regulaciones que responden a un sistema patriarcal desfavorable para la mujer, cuando debería existir equidad de género para ambos sexos.

ABSTRACT: This article reflects the historical evolution of the legal treatment that has been given to women and their rights in the process of creation and development of the current Cuban legal system, as well as a chronological exposition of the behaviour of the gender approach in these normative dispositions from the colonial period until the present time. It is also analysed, its manifestation in the current Criminal Law and from this, legally compares the crime of rape in countries such as Venezuela, Argentina, Bolivia and Spain. The results show that the progress made under the principle of equality offered by Cuban law is significant, although it presents regulations that respond to a patriarchal system that is unfavourable for women, when there should be gender equity to both sexes.

Participatory Evaluation by Protagonists: an Experience of Social Innovation

RESUMEN: El artículo presenta una sistematización del proceso de Evaluación Participativa por Protagonistas (EPP) realizado a tres municipios cubanos vinculados al Proyecto de Innovación Agropecuaria Local. La metodología estuvo basada en la Evaluación Participativa del Beneficiario y la Educación Popular, como concepción que valoriza las experiencias locales y el intercambio entre saberes populares y conocimientos científicos. El trabajo muestra los principios que guiaron la evaluación, el proceso metodológico desarrollado, los factores de éxito y las lecciones aprendidas a fin de que pueda multiplicarse esta experiencia evaluativa. Desde el punto de vista metodológico resultó innovadora la formación a los equipos de evaluación municipales conformados por productores/as que fungieron como auténticos investigadores.

ABSTRACT: The article presents a systematization of the Participatory Evaluation by Protagonists (EPP) process carried out to three Cuban municipalities linked to the Local Agricultural Innovation Project. The methodology was based on the Beneficiary's Participatory Assessment, and Popular Education, as a concept that values local experiences and the exchange between popular knowledge and scientific knowledge. The work shows the principles that guided the evaluation, the methodological process developed the factors of success and the lessons learned so that this evaluation experience can be multiplied. From a methodological point of view, the training of municipal evaluation teams made up of producers who acted as real researchers proved to be innovative.

Social Identity of a Low-Income Group

RESUMEN: El artículo aborda la relación entre los ingresos económicos y la identidad social de un grupo de bajos ingresos de los municipios Marianao, Boyeros y Habana del Este en la ciudad de La Habana. El Enfoque de las Identidades Sociales es el marco para comprender estructuras y procesos subjetivos de la muestra incluyendo su proyección ante el escenario actual. El objetivo general se constituye en determinar la existencia de una relación entre la pertenencia a un grupo de bajos ingresos económicos y la emergencia de una identidad social. El estudio se desarrolló entre septiembre de 2015 y abril de 2016 a través de una metodología mixta de investigación. Los datos se procesaron mediante el Statistical Packet for Social Sciencies (SPSS) y el análisis de contenido. Los resultados obtenidos evidencian que la pertenencia al grupo de bajos ingresos se relaciona con la emergencia de una identidad social. Se trata de una contribución a la compresión de la subjetividad de este grupo social y su proyección ante las Cubas de hoy.

ABSTRACT: The article discusses the relationship between economic income and the social identity of a low income group from the municipalities Marianao, Boyeros and Habana del Este in the city of Havana. The Social Identities Approach is the framework for understanding the subjective structures and processes of the sample including its projection to the current scenario. The general objective is to determine the existence of a relationship between belonging to a low-income group and the emergence of a social identity. The study was conducted between September 2015 and April 2016 through a mixed research methodology. Data were processed using the Statistical Packet for Social Sciences (SPSS) and content analysis. The results show that membership in the low income group is related to the emergence of a social identity. It is a contribution to the understanding of the subjectivity of this social group and its projection to the Cubas of today.

Index of Gender Inequality in Cuba: a Territorial Approach

RESUMEN: El artículo analiza el Índice de Desigualdad de Género en Cuba con un enfoque territorial para los años 2012 y 2014. Realiza una sistematización de la visión de género dentro de los debates de desarrollo a nivel internacional, y la evolución desde lo instrumental de los distintos indicadores relacionados con esta temática. Aborda brevemente la institucionalización de la perspectiva de género en Cuba; así como, la metodología y el cálculo del Índice de Desigualdad de Género (GII) a nivel nacional y territorial en los años 2012 y 2014. La estimación del Índice de Desigualdad de Género Territorial permite corroborar la existencia de asimetrías y heterogeneidades a nivel territorial en términos de género, lo que apunta a la necesidad de emprender esfuerzos adicionales en términos de igualdad género a nivel nacional, pero con un trabajo focalizado en función de los territorios identificados como más atrasados.

The article analyzes the Gender Inequality Index in Cuba with a territorial approach for the years 2012 and 2014. It performs a systematization of the gender perspective within the international development debates, and the evolution from the instrumental of the different indicators related to this subject. Briefly addresses the institutionalization of the gender perspective in Cuba; as well as the methodology and calculation of the Gender Inequality Index (GII) at national and territorial levels in 2012 and 2014. The estimation of the Inequality Index of Territorial Gender allows corroborating the existence of asymmetries and heterogeneities at the territorial level in Gender, which points to the need to undertake additional efforts in terms of gender equality at the national level, but with work focused on the territories identified as the most backward.

Influence of the Movement of Workers' Cures in Latin America

RESUMEN: El artículo analiza la influencia que para América Latina ha tenido el Movimiento de Curas Obreros surgido en Francia en 1944. Analiza la importancia que tuvo sobre otros movimientos surgidos en el continente americano como por ejemplo: el Movimiento de Sacerdotes para el III Mundo en Argentina, Equipo Misionero en Chile, Golconda en Colombia, entre otros. Se puede apreciar la pertinencia de su estudio ya que este movimiento implicó no solo la transformación de los obreros que trabajaron junto a estos curas, sino la transformación en sí de los propios curas, su relectura del Evangelio, su opción definitiva por y junto a los oprimidos, que tuvo en alguna medida influencia en el Concilio Vaticano II.

The article analyzes the influence that the Movement of Workers' Cures has had in Latin America in 1944. It analyzes the importance it had of other movements in the American continent such as the Movement of Priests for the Third World in Argentina, Missionary Team in Chile, Golconda in Colombia, among others. The pertinence of his study can be appreciated, since this movement implied not only the transformation of the workers who worked with these priests but also the transformation of the priests themselves, their re-reading of the Gospel, their final choice for and with the oppressed, who had to some extent influence in the Second Vatican Council.

The City of Havana to Analysis: An approach Through a Systemic Prism of Sustainability

RESUMEN: En el siguiente artículo se aborda el estudio de la sostenibilidad en los contextos urbanos y se expone la metodología seguida para aproximarse al caso concreto de La Habana. Además, contando con las voces de informantes urbanos claves en la materia, se realiza un diagnóstico plural que implica la revisión de la viabilidad ecológica y la justicia social y de género del modelo urbano. También se esbozan propuestas teóricas y políticas desde un enfoque socioecosistémico. Por último, se exponen algunas conclusiones en relación a las fortalezas y debilidades que presenta la ciudad para caminar por la senda de la sostenibilidad entendida en un sentido complejo.

ABSTRACT: This paper addresses the study of the sustainability in urban contexts and presents the methodology used to approach the specific case of Havana at the same time that reviews the ecological viability and social and gender justice of the urban context, based on the voices of some key interviewees. The paper also outlines some theoretical and political proposals from a socioecosystemic approach and concludes drawing conclusions on the strengths and weaknesses that the city presents to tread the road to sustainability, understood in a complex sense.

The Cooperative: an Educational Space for Women's Empowerment

RESUMEN: El artículo describe y analiza una experiencia de trabajo educativo con cooperativas de mujeres en Chiriquí, Panamá, realizado por FLACSO Cuba-IPACOOP y EAES. Aborda aspectos como el crecimiento de la autoestima para la capacidad proyectiva en la vida personal, laboral y familiar de las mujeres; el diagnóstico societario de las cooperativas; la participación en la economía social y la práctica de la responsabilidad social y ambiental. El trabajo culmina con una propuesta de transformaciones para el trabajo con el empoderamiento de mujeres, a través del cooperativismo, en contextos de dominación patriarcal.

This article describes and analyzes an educational work experience with women's cooperatives in Chiriquí, Panama, carried out by FLACSO Cuba-IPACOOP and EAES. It addresses aspects such as the growth of self-esteem for the projective capacity in the personal, work and family life of women; the corporate diagnosis of cooperatives; participation in the social economy and the practice of social and environmental responsibility. The work culminates with a proposal of transformations for the work with the empowerment of women, through cooperativism, in contexts of patriarchal domination.

Insertion to Employment with a Gender Equity Approach

RESUMEN: El presente artículo tiene reflexiona sobre la inserción al empleo con enfoque de equidad de género. Se analiza desde una panorámica teórico conceptual la dicotomía existente mujer-empleo y se aborda cómo se ha manifestado en Cuba después del triunfo de la Revolución. Se concluye reflexionando que a pesar de que las políticas de incorporación de la mujer al trabajo han tenido un impacto positivo, la implementación de políticas propicias a la mujer y su incorporación al empleo son condiciones necesarias pero no suficientes para lograr la equidad.

The present article reflects about the insertion into employment with a focus on gender equity. The dichotomy between women and employment is analyzed from a conceptual theoretical perspective and it is discussed how it has manifested itself in Cuba after the triumph of the Revolution. It concludes by reflecting that despite the fact that policies to incorporate women into work have had a positive impact on women's access to the public world, the implementation of policies that are conducive to women and their incorporation into the world of work are necessary conditions, but not enough to achieve equity.

Perception of Some Foreign Students about Cubans: Experience from the Faculty of Spanish for non-Spanish Speakers at the University of Havana

RESUMEN: El artículo reflexiona sobre la imagen desfavorable que sobre los cubanos se construyen algunos estudiantes de los Cursos de Español de Corta Duración (CCD) en la Facultad de Español para No Hispanohablantes de la Universidad de la Habana (FENHI). Se identifican las causas de este fenómeno y se valora de positivo la necesidad de un enfoque multidisciplinar para obtener resultados totalmente satisfactorios de diversos campos de las ciencias sociales tales como la comunicación social, la pedagogía, la antropología sociocultural y otros que tributen a la solución del problema.

The article reflects on the unfavorable image that some students of the Short Term Spanish Courses (CCD) in the Faculty of Spanish for Non-Spanish Speakers of the University of Havana (FENHI) are building on Cubans. The causes of this phenomenon are identified and the need for a multidisciplinary approach to obtain totally satisfactory results from diverse fields of the social sciences such as social communication, pedagogy, sociocultural anthropology and others that contribute to the solution of the problem.

Proposal of Activities for the Teaching of the History of Cuba with the Use of Local Historical Sources in Pinar del Río

RESUMEN: El artículo aborda la experiencia llevada a cabo por una maestra en formación, al utilizar en las clases de Historia de Cuba fuentes históricas de la localidad para contribuir al conocimiento de las personalidades históricas. Como resultado de la consulta a diversas fuentes se elabora una página web con el título: "Huellas históricas de mi localidad" que resulta novedosa y sirve de material de consulta para alumnos y docentes de la escuela y para la comunidad, ya que contiene información de las tarjas y monumentos del municipio Pinar del Río.

The article presents the experience carried out by a teacher in formation, when using in the classes of History of Cuba historical sources of the locality to contribute to the knowledge of the historical personalities. As a result of the consultation with various sources, a web page with the title "Historical footprints of my locality" is produced, which is novel and serves as a reference material for students and teachers of the school and for the community, as it contains information on the Strips and monuments of the municipality of Pinar del Río.
