Identification and normalization of informational competences: a case study

Se exponen conceptos y consideraciones sobre las competencias informacionales y de la aplicación del enfoque de competencias laborales a la construcción de normas de competencia informacional. Se aplica el método de análisis funcional para la identificación de las competencias informacionales que deben poseer los especialistas y técnicos que laboran en la Jefatura Nacional del Cuerpo de Guardabosques. Se proponen criterios normativos de desempeño y evaluación para los elementos de competencia identificados.

Some concepts and considerations on informational competences and on the application of the approach of working competences to the construction of informational competence norms are exposed. The method of functional analysis for the identification of the informational competences all the specialists and technicians working in the National Headquarters of the Body of Forest Keepers should have is implemented. Normative criteria of performance and evaluation are proposed for the identified competence elements.

Scientific knowledge and scientific information

Se establece la inconsistencia metodológica de la concepción “piramidal” de la correlación entre la información científica y el conocimiento científico. Se examinan los conceptos reflejo e información, conocimiento científico e información científica. De manera general, la información se define como aquella parte del reflejo que puede transmitirse, objetivarse (variedad reflejada). Sobre esta base, se examina la diferencia entre los conceptos “conocimiento científico” e “información científica”. El conocimiento científico se define como el reflejo adecuado de la realidad que toma forma lingüística (lo que también constituye una definición de la información científica en un sentido amplio). Se expone también, la definición de información científica, como conocimiento científico transmitido, en el sentido que se emplea en la Ciencia de la Información y la actividad científico-informativa.

The methodological inconsistency of the pyramidal conception of the correlation between scientific information and scientific knowledge is established. The concepts reflex and information, scientific knowledge and scientific information are analysed. Generally, the information is defined as that part of reflex that may be transmitted and objetivized (reflected variety). On this basis, the difference between the concepts “scientific knowledge” and “scientific information” is examined.The scientific knowledge is defined as the adequate reflex of reality taking a linguistic form (it is also a definition of scientific information in a wide sense). The definition of scientific information is exposed as the transmitted scientific knowledge, since it is used in Information Science and in the scientific-informative activity.

Criteria and indicators to evaluate digital libraries

Se abordan los conceptos de biblioteca digital, biblioteca tradicional, biblioteca electrónica, biblioteca híbrida y biblioteca virtual. Se valora un grupo de propuestas, aparecidas en la literatura, para evaluar las bibliotecas digitales y se sistematiza un conjunto de criterios e indicadores para evaluar esta clase de entidades. Los criterios propuestos son: identidad, actualización, accesibilidad, arquitectura de información, servicios de información, colecciones, contenido, diseño de interfase, posicionamiento, sistema de búsqueda y recuperación y usabilidad.

The concepts of digital library, traditional library, electronic library, hybrid library and virtual library are analyzed. A group of proposals found in literature to evaluate the digital libraries is considered, as well as an assembly of criteria and indicators to evaluate this type of entities. The proposed criteria are: identity, updating, accessibility, information architecture, information services, collections, content, design of interface, positioning, system of search and recovery, usability.

Methodology for the analysis of information oriented to the trend analysis in the superficial Web starting from non-structured sources: Part I. Theoretical foundations

Se aborda el uso de la vigilancia estratégica en una de sus vertientes, el denominado análisis de tendencias. Se formaliza una metodología de uso, aplicable a las organizaciones de información que tributan a los centros de investigación y desarrollo (I+D), ubicados en el campo de la salud, las ciencias biomédicas y el medio ambiente, a partir de un caso de estudio, útil a los profesionales de la información para responder a las inquietudes y necesidades de ejecución del análisis de tendencias en Internet. Se enfatiza en la pertinencia del análisis de información. Se relaciona la categoría vigilancia con otras vinculadas con la inteligencia empresarial, asumida ésta como herramienta de trabajo.

The use of strategic surveillance in one of its lines, called trend analysis, is approached. A methodology of use, applicable to the information organizations that contribute to the centers of investigation and development (I + D), in the health field, biomedical sciences and environment is formalized, using a study case that is useful for the information professionals to respond to the disquiets and needs of the analysis of Internet tendencies. The relevance of the information analysis is emphasized. The surveillance category is related to others linked with enterprise intelligence, which is considered a working tool.

Se aborda el uso de la vigilancia estratégica en una de sus vertientes, el denominado análisis de tendencias. Se formaliza una metodología de uso, aplicable a las organizaciones de información que tributan a los centros de investigación y desarrollo (I+D), ubicados en el campo de la salud, las ciencias biomédicas y el medio ambiente, a partir de un caso de estudio, útil a los profesionales de la información para responder a las inquietudes y necesidades de ejecución del análisis de tendencias en Internet. Se adopta el enfoque de cliente desde el inicio del servicio y se expone el algoritmo de ejecución. Se presentan y explican cada una de las etapas y tareas, sus características intrínsecas. Se ejemplifica cada paso enunciado. Se aborda el c iclo del análisis de Información como premisa para la ejecución del algoritmo.

The client's approach is adopted since the beginning of the service, and the execution algorithm is exposed. Each of the phases and tasks, as well as their intrinsic characteristics are presented and explained. Each enunciated step is illustrated with examples. The information analysis cycle is analysed as a premise for the carrying out of the algorithm.

Useful conceptual and theoretical aspects for the design and implementation of a preventive conservation policy

Se abordan aspectos teóricos conceptuales relativos a la conservación de documentos y las políticas para la conservación preventiva de las colecciones. Se definen los términos “conservación” y “preservación”. Se estudian los principales factores de deterioro de los documentos: temperatura, humedad, luz, manipulación, contaminantes, hongos, insectos, papel, tintas, entre otros. Finalmente, se tratan las políticas de conservación preventiva y los diagnósticos de conservación.

Some conceptual and theoretical aspects related to the conservation of documents and to the policies for the preventive conservation of collections are approached. The terms "conservation" and "preservation" are defined. The main factors of document deterioration are studied: temperature, humidity, light, manipulation, contaminants, fungi, insects, paper, inks, among others. Finally, the policies of preventive conservation and the conservation diagnoses are dealt with.

A preliminary proposal of a system of indicators for the evaluation of the performance of the Cuban public libraries

Se reflexiona sobre el desarrollo de los estudios cuantitativos e n la esfera informativa, tanto en el mundo como en Cuba, específicamente en el Sistema Nacional de Bibliotecas Públicas y los referidos a la evaluación de bibliotecas. Se incursiona por diversas tipologías de indicadores de rendimiento útiles para evaluar el desempeño de las bibliotecas públicas y por el control estadístico que realizan las bibliotecas públicas en el país. Finalmente, se realiza una propuesta de indicadores para evaluar el rendimiento de las bibliotecas públicas cubanas sobre la base del conjunto de variables y controles estadísticos que dichas bibliotecas poseen en la actualidad.

The development of the qualitative studies in the information sphere, both in the world and in Cuba, specifically in the National System of Public Libraries, and of those referred to the evaluation of libraries, is dealt with. Diverse typologies of yielding indicators useful to evaluate the performance of the public libraries, as well as the statistical control carried out by the public librares in the country are analysed. Finally, a proposal of indicators is made to assess the yielding of the Cuban public libraries based on the set of statistical variables and controls these libraries have at present.

Dialogic relation between strategic planning and organizational learning

Se analiza la evolución del concepto de planificación estratégica, resultante de la compleja situación intra y extra-organizacional actual. Se abordan los conceptos organización, entorno y estrategia en cuya red se integra. Se refieren los nuevos enfoques en estos espacios y se particulariza en la necesaria relación dialógica entre la planificación estratégica y el aprendizaje organizacional en el contexto de la sociedad presente.

The evolution of the concept of strategic planning resulting from the complex intra and extra-organizational present situation is analysed. The concepts of organization, environment and strategy, in whose network it is integrated, are dealth with. Reference is made to the new approaches in these spaces, and the necessary dialogical relation between strategic planning and organizational learning in the context of the current society is emphasized.

Se aborda la labor intelectual multifacética de José Antonio Ramos. Se destacan sus contribuciones a la teoría y la práctica del trabajo bibliotecario y a la formación de los profesionales de este campo. Se esclarecen también las etapas de su vida, precedentes a la incorporación al mundo bibliotecológico.

The intellectual many-sided work of José Antonio Ramos is approached. His contributions to the theory and practice of the library work and to the training of the professionals of this field are stressed. Some stages of his life preceeding his incorporation to the library world are made clear.

Contributions to the study of the Cuban bibliography on Obstetrics

Se define y caracteriza a la Obstetricia como especialidad médica actual y como arte ejercido por el hombre desde la antigüedad. Se brindan referencias sobre las fuentes documentarias que constituyen los primeros testimonios escritos relativos a su práctica a escala internacional desde antes de la era cristiana hasta los primeros años del siglo XIX. Se identifican las acciones vinculadas al arte de partear entre los aborígenes cubanos y se relacionan al estilo de una información factográfica obras clásicas de la disciplina producidas en Cuba o por autores cubanos en otras naciones durante el período colonial. Por último, se realiza un breve recorrido por la historia de la Revista Cubana de Obstetricia y Ginecología desde su surgimiento hasta la época actual como órgano de divulgación de la sociedad científica de igual nombre, de la cual se indican sus miembros fundadores. Este artículo pretende contribuir a que los médicos y los profesionales de la información, principalmente los obstetras y los bibliotecarios que se desempeñan en instituciones dedicadas a la bella actividad de traer al mundo a los seres humanos, dispongan de una obra de referencia útil para el trabajo asistencial, investigativo y docente de los primeros y de valor agregado para apoyar la prestación de servicios de mayor calidad por parte de los segundos.

Obstetrics is defined and characterized as a present medical specialty and as an art exercised by man since ancient times. References are offered on the documentary sources that constitute the first written testimonies of this practice at the international level before Christ and up to the first years of the XIX century. The actions linked to the art of assisting women in childbirth among Cuban aborigines are identified and classic works on the discipline produced in Cuba or by Cuban authors in other nations during the colonial period are reported in the style of factual information. Finally, a brief account of the history of the Revista Cubana de Obstetricia y Ginecología as an instrument of dissemination of the scientific society bearing the same name is made from its upsurge up to now. Its founder members are mentioned. This article intends to help the doctors and information professionals, mainly the obstetricians and librarians who work in institutions dedicated to the beautiful activity of bringing children into the world, by providing the first with a useful reference work for the assistance, research and teaching activity, and the latter with a work of aggregate value to support the rendering of higher quality services.

De la descripción bibliográfica a la asignación de metadatos: un llamado al orden

Se analizan las nuevas proyecciones de la organización de la información, a partir de la descripción bibliográfica y sus elementos, en el entorno actual y a la luz del paradigma tecnológico. Se retoman los metadatos, algunas de sus definiciones e intentos de normalización y se comparan estos con los elementos tradicionales de la descripción bibliográfica y los términos de la indización. Se incursiona en la Web semántica, los lenguajes y los formatos, así como por un conjunto de software y servidores clientes disponibles para generar los metadatos.

The new projections of information organization are analysed based on the bibliographical description and its elements in the present context an to the light of the technological paradigm. The metadata, some of their definitions and intents of normalization are studied and compared with the traditional elements of bibliographical description and the indexation terms. The semantic Web, languages and formats, as well as a set of software and available client servers are explored to generate the metadata.

SILMARILL: an Interface for the development of science and innovation in the province of Holguín

La aparición del Sistema de Ciencia e Innovación Tecnológica (SCIT) favoreció la planificación del trabajo por proyectos del Laboratorio de Cultivo de Tejidos del Centro de Investigaciones y Servicios Ambientales y Tecnológicos de Holguín, Cuba. La experiencia previa, acumulada por el laboratorio en la tecnología de elaboración y gerencia de proyectos, posibilitó entonces la creación de un servicio para asistir a otras instituciones en esta esfera, denominado “Servicio de análisis y elaboración de proyectos de Ciencia e Innovación” (SILMARILL). Se describe y analiza el impacto del servicio, estructurado en ocho etapas: planificación, recolección, análisis, producción, protección, diseminación, conservación y evaluación.

The establishment of the System of Science and Technological Innovation (SSTI) favored the planning of the work by projects of the Tissue Cultivation Laboratory of the Center of Research and Technological and Environmental Services of Holguín, Cuba. The previous experience, accumulated by the laboratory in the elaboration technology and project management, enabled the creation of a service to assist other institutions in this sphere, called Service of Analysis and Elaboration of Science and Innovation Projects (SILMARILL). It is described and analyzed the impact of the service, structured in eight phases: planning, collection, analysis, production, protection, dissemination, conservation and evaluation,.

Ethical concerns of the information professional

Se presentan algunas consideraciones teóricas necesarias sobre los conceptos de moral, ética y ética profesional, con énfasis en el tema de la ética en bibliotecología y en las ciencias de la información. Se aborda un conjunto de inquietudes que sobre la ética en esta esfera profesional se pueden encontrar en la bibliografía disponible, acotando las diferencias y similitudes detectadas.

Some theoretical considerations on the concepts of moral, ethics, and professional ethics are presented, making emphasis on the topic of ethics in Library Science and Information Science. Some of the concerns about ethics in this professional sphere that may be found in the available bibliography are approached. The differences and similarities found are specified.

Libraries in the historical colonial context in Cuba

Se aborda un conjunto de elementos históricos propios de la etapa colonial, relacionados con el surgimiento de las primeras bibliotecas en Cuba; así como su influencia en el nacimiento de estas instituciones.

A set of historic elements characteristic of the colonial period that are related to the appearance of the first libraries in Cuba, as well as their influence on the birth of these institutions are dealt with.

Censorship, ethics and selection

Durante el proceso de selección de información que realizan las instituciones de información es imprescindible el análisis del contenido de los documentos que formarán parte del fondo documental y que contribuirán eficazmente a la educación e instrucción continua de los usuarios. Se analiza el concepto de censura, entendida como los juicios de valor que se emiten sobre el contenido de una o varias obras de cualquier manifestación científica, técnica u otra. Se analizan ciertos aspectos relacionados con la definición de ética y su aplicación a la esfera de los profesionales de la información; se exponen los principios éticos generales que sustentan un grupo de códigos de ética; así como las esferas del análisis ético relacionadas con la información. Se particulariza el análisis en la relación de la censura de la información con otros aspectos éticos como la selección de información, la libre expresión y el acceso a la información.

During the information selection process carried out by the institutions of information, it is indispensable the analysis of the content of the documents that will form the documentary fund and that will contribute efficiently to the education and continuous instruction of the users. The concept of censorship, understood as the judgments of value given on the content of one or several works of any technical, scientific, or other type of manifestation is analyzed. Certain aspects related to the definition of ethics and their application to the sphere of the information professionals are dealt with. The general ethical principles supporting a group of ethical codes, as well as the spheres of the ethical analysis related to information are exposed. The analysis of the relation of information censorship to other ethical aspects, such as the selection of information, the freedom of expression and the access to information is particularized.
