The current panorama from the conservation of the environment, presupposes priority, due to the imminence of the so-called global climate changes, so any study that from the local, exert positive influence in pursuit of that conservation, will be welcome. This research was conducted in the city of Machala, province of El Oro, Ecuador, in order to analyze the extent to which urban development has negatively impacted its environment, especially land and ecosystems and government reaction, was demonstrated by the employment of historical and empirical methods in the fundamental, that the demographic and infrastructural growth, has generated negative impacts, as well as the existence of gaps in the application of established public policies. Finally, mechanisms for control and execution of plans, programs and environmental projects for the municipality and tools for their implementation are proposed.
