This work presents an analysis about relevances of available information about the actions of Education Secretary of State from Minas Gerais in the eletronic systems of the government in the process of mediation communicational with civil society and public agents that use state information technologies for the planning of public policies and for making decision. Therefore, this project presents the concepts of Bureaucratic State and Informational State beyond the communicational perspective of the public sphere and the planning process of the government of Minas Gerais. In this way, the communication difficulties present within the State itself, between this one and the society, and also are presented some considerations for adequate communication mediation
