This paper addresses the development of Bolivia's foreign policy during the government of Evo Morales and how it maintained a tension between its principles and the relationship with the changing South American governments. From a strategic point of view, this new foreign policy has combined elements of geopolitics with the recovery of important contributions to the interpretation of its reality made from the archive of its diplomatic praxis and original ancestral thought. The character of this new Bolivian State is highlighted in relation to the various regional integration processes and with extra-regional third states. Likewise, it analyzes the way in which the permanent tension with Chile has been maintained due to the sovereign exit to the Pacific Ocean and the Silala; all this maintaining the coexistence in the sub-regional and regional space.
