Non-communicable diseases represent the first causes of death in our country since over 75% of the deaths resulted from the so called "chronic non-communicable diseases". Surveillance has turned into a basic function of the Public Health and at present, it is one of the ways to achieve better results in dealing with this problem. The development of the cuban health care system and international experience in this field allows to go farther in the surveillance and control of these diseases. Their complex epidemiology makes it difficult the development of surveillance, which requires the integration of all areas from the primary care level. For the conception and organization of the surveillance system of non-communicable diseases in our country, we reviewed the international experience in this sphere together with the results of the surveillance of infective diseases and of the public health conditions in general. We made consultations with experts on this subject who contributed valuable elements to this paper. As a consequence, a proposal was submitted and discussed with those in charge of the activities of the surveillance system throughout the country. Two fundamental lines were set up in the conception of surveillance of these affections aimed at monitoring events related to these entities: risk factor and damage (morbidity and mortality). Also, the problems to be surveilled, data, sources from which they come, periodicity, dissemination mechanisms and results feedback were defined.
