The article aims at socializing a theoretical and procedural framework for the modeling of education municipal board supervisors’ performance, particularly in their mediation role. This is an alternative that contributes to solve present limitations in the theoretical development and the practical realization of this process. The use of theoretical methods of modeling, systemic approach, analysis, synthesis and induction-deduction lead to a proposal characterize by its comprehensive nature providing a theoretical and functional orientation of the modeled process. At the same time, it offers its conceptual framework, it includes a principle that explains the relationship between the transversal character and the specific content of the mediation function in the supervisory process; it also establishes the objectives, explain its content, and provides procedural guidelines for the management of supervisors of the education municipal board. Finally, the supervisor’s competencies are modelled.
