This research shows the description and integration of administrative and academic areas according to the proposal of the process management model developed by the Higher Education Council (CES), in which it defines the subsystems and processes of the Macro-Processes of the University Management System. Therefore, the proposal presents a harmony linked in the adaptation of the strategic perspectives of the institutional control panel with the development in the macro-processes and that in conjunction with internal policies, manuals of functions and contributions of the human talent of the ISTT "Juan Bautista Aguirre "as a non-probabilistic sample, to the determination of strategic objectives. However, to measure these objectives the alignment was effective and total to the fifty indicators determined by the General Report of the Evaluation of the Higher Technical and Technological Institutes presented in 2016 by the Evaluation Committee, Accreditation and Securing of the quality of Higher education.
