The province of Uige possesses valuable deposits of exploited construction materials, mainly by large foreign companies, small local companies and garimpeiros (illegal artisanal miners). The largest volume of mineral raw material produced in Uige consigned to the construction sector is not carried out by the mining companies themselves but by transnational civil construction companies that are dedicated to the execution of public works according to the national reconstruction plan. These companies bring technologies to the country, but they do not guarantee permanent jobs, nor ways for local actors to appropriate the knowledge that these technologies carry. There are no mechanisms to facilitate the assimilation by local actors of these technological developments, especially because these activities are carried out without the direct participation of the key actors in the transfer processes: the state and the university. The objective of the work is to propose a system of actions that, based on the characterization of the socio-productive scenario where the transfer of technologies in Uige mining takes place, taking as reference the triple helix model to facilitate the sustainable development of this activity. The work analyzes all the conditions, factors and actors involved in the development of Uige mining, from the assessment of the way in which each of them participates in mining activities.
