It is known that, in our country, except for some exceptions associated with the medical-pharmaceutical industry sector, there are no companies that develop internal R&D. Similarly, technology management is not capable of guaranteeing effective links between R&D and production, as entities specialized in interface services have concentrated on organizational development work, devoting less attention to technology management. In this sense, the objective of this work is to propose a Science, Technology and Innovation Strategy that constitutes a tool to enhance the management of Science and Technological Innovation in the Cienfuegos refinery, facilitating collaboration between all its entities and increasing the social and economic returns derived from investment in R + D + i. For its development, the characteristics of the STI System in the refinery were diagnosed, using the SWOT matrix, and its analysis allowed defining the goals and priority actions of the STI Strategy. The strategic and specific objectives are presented, as well as the effort and result indicators are established for their evaluation. An Action Plan based on the 5W2H matrix is ​​also presented to comply with them.
