The article analyzes the need for citizen participation in the control, monitoring, supervision and management of activities related to the Public Administration, essentially in public contracting. This, although it does not eliminate corruption, at least produces a dissuasive effect and contributes to the efficiency and effectiveness of the functioning of the State. Citizen participation as a right and duty of people to be part of the public function is a requirement to strengthen the economic, political, social and cultural relations of the nation. Although the public contracting system designed in Ecuador is among the most advanced in Latin America, this has not prevented acts of corruption from continuing to take place, a particularity that makes it necessary to continue developing prevention and transparency alternatives in public contracting, in a such that the reputation of public officials, servants and employees is exalted and the good government to which Ecuadorians aspire is presented to the world. The study presents a set of mechanisms that must be implemented in Ecuador to achieve true democracy and to achieve the maxim that the Public Administration is not of and for the Administration, but that it exists for the citizens, it is of and for them.
