In order to fulfill the established goal, it is conducted an analysis of public management as well as strategic planning methodologies. Such study showed that strategic planning is a basic tool in the consulted management models and that there are some steps universally used in any context, included the public sector, for its development. Nevertheless there are three conditions to take into account: the alignment to legal and normative requirements, the stakeholders approach and the social responsibility principles.
