The present work starts from how, from the decentralization of politics, faster and more realistic decisions can be produced for the sake of local development, where efficiency and equity are contributed, in which knowledge transfer systems can constitute a determining instrument for advance in generating conditions regarding flexibility in the coordination and provision of services, the decongestion in the functions of central governments, as well as more adequate political spaces for popular participation in public decision-making. Therefore, the objective of the work is to establish a proposed methodology to achieve the knowledge and participation of the decision-makers of the municipal governments in the local development strategy, which contributes to the achievement of a greater capacity in the management of development and the strengthening of the investment processes carried out in each municipality.
