The article analyzes the management of quality in university processes, particularly in the Cuban universities. It is analyzed that these assume the mission of showing a process of training of trainers for local development tempered to circumstances of efficiency and quality, from a methodology that is structured from three stages (diagnosis, development and evaluation of the training of trainers for local development) which correspond to the general functions of management and are supported by the project method. In their relations, part of obtaining the necessary data for the recognition of the environment, the coherent action is determined for the appropriation of skills and abilities until checking and assessing the effect obtained with its application, establishing from the necessary feedback the how to transform the environment, taking into account its potential and limitations. This methodology offers a new alternative based on the local context, which demonstrates the relevance of its introduction to Cuban Higher Education.
