The article presents an analysis on the transformations of the Primary Health Care System in Cuba, by analyzing the perspectives of the population residing in one of its municipalities on this process. The research techniques used were: compilation and analysis of documents, survey, observations to units of services and interviews with experts. The survey was processed using statistical analysis by the SPSS version 20 system. Among the opinions and evaluations of the population are: constructive problems and quality of care in the service units, ignorance about the implemented transformations, evaluations on progress and difficulties of the process, and medium degree of satisfaction with them.
