The present century has marked the definitive recognition of the importance of higher education for society and the economy, after the identification of knowledge as the main engine of development at the end of the last century; and the interest in university quality has given rise to national accreditation and assurance systems, as well as to the creation of institutional organization through international and national rankings, which have had, in turn, an influence on the transformations of university policies. This paper makes a critical assessment of the national university rankings of four developed and two developing countries, comparing them with each other, with the aim of deepening in the purposes and elements that make them up, with a view to propose, later on, to the Ministry of Higher Education of Cuba, the creation of a national ranking of HEIs. This is framed in the result "Methodological alternative for the comparison and ranking of HEIs of the MES system", which is part of the project "Theoretical, methodological and practical contributions to the development of quality management in higher education institutions of the MES system", associated to the sectorial program of the MES "Higher Education and sustainable development".
