The aim of this study is to determine the impact of public policies in the Ecuadorian higher education. That impact should be measured based on triangulation institutions of higher education-state-enterprise. This contextualization of education is suited to a more equitable and inclusive society related; it will be established in the transmission of cultural, ethical and aesthetic values, with which the human person and the environment are the biggest beneficiaries of this process. The appropriate and relevant support, with which indeed has the Ecuador, is consolidated with laws, regulations, rules duly updated in line with the society and its needs procedures. It is concluded that the most important resources of a state is human; under this premise the public administration of Ecuador, has given special attention to human talent, with a significant financial investment, grants and giving opportunity, especially the youth, to be formed in developed countries.
