The Open Access movement  is based on two fundamental strategies to guarantee the access and dissemination without legal or economic restrictions of the scientific-technical information: the open access magazines and the thematic and institutional repositories. These repositories are fundamentally based on the fact that the own authors place their papers (self-archiving).  Diverse studies have revealed that the open access articles receive double citation, but only 15% of them were self-archived spontaneously.  Other studies illustrate that near 95% of the authors are willing to comply with the self-archiving system if there would be some policy or resolution issued to that effect.  Therefore, the existence of an institutional or national  policy  compelling the authors to  self-archive  their works constitutes a means to maximize the impact of the investigation through Open Access. An analysis is made of some factors that originated the Open Access movement and the current situation of the more prominent national and institutional policies that favour the self-archiving is reviewed.  The importance of the creation of a policy of this type for Cuba is enunciated.
