Implementing ISO 9001 Standard is one of the ways for guaranteeing quality in Universities. The aim of this paper is, in this sense, to analyze the existing perceptions about leadership, commitment and participation of the whole university community in quality management in the Universidad Estatal de Bolívar (Bolivar?s State University). For this reason, surveys were carried out to all the actors, that is, to teachers, students and workers, all those who perceive that the role of these principles in the institutional management is low. Therefore, establishment of the quality management system is strongly related to the strengthening of the institutional improvement culture, so to achieve commitment and participation.
