Resumen

Aim:

To contribute with elements that can be used for decision-making during the process of sanitary emergencies based on strategic risk management.

Methods:

The methods used in this research are the bibliographic and documentary review of the main authors related to this topic, along with comparative, descriptive-explication methods for analysis and assessment. Causal and matrix analysis contributed to suggesting elements that offer a connotation to risk management. Results: From a strategic risk management perspective, these new elements can be used for decision-making during sanitary emergencies.

Conclusions:

As the Covid-19 pandemic spreads throughout the world, its connotation as a sanitary crisis becomes more evident, with dimensions and duration of effects that are difficult to quantify and predict, pushing for optimization of protocols to address this issue. The strategic conception of risk management to deal with sanitary emergencies becomes a valid platform to promote ways of identifying danger, fostering communication and risk perception, as well as managing vulnerabilities that could also turn into the implementation of new actions to strengthen the fight against the pandemic. These actions should serve to strengthen the capacity of response, by increasing innovation and technology transfer to reduce vulnerabilities.
