This material attempts to formalize key issues about management control in international public sector, and, consequently, to illustrate a methodological approach to its implementation in social investment projects development in Angola. To reach such objective, the article firstly conducts a bibliographic overview of texts published in Europe, Latin-America, as well as the United States during the last decade; it secondly studies the limitations of projects Public Management in Angola with the use of observation, interviews, questionnaires together with the analysis of legal framework; finally, it is presented a conceptual approach, intended to improve performance of social investment projects. As a result there are exposed the main components of a model for management control of social investment projects, that aligns to the theoretical issues previously synthesized and practical context of Angolan public sector.
