Generating the impulse of open science with the creation, development and projections in the undergraduate and graduate nursing programs at the University of Buenos Aires: Commission of the research and knowledge management area

ABSTRACT

Introduction:

research training is a priority in the quality training of professionals in the Nursing area at the University of Buenos Aires.

Objective:

to describe the planning experiences of the Commission of the Research and Knowledge Management Area of the University of Buenos Aires in the research potentialization of the Nursing career.

Methods:

a qualitative hermeneutic phenomenological phenomenological research study was carried out, focused on documentary and historical-logical analysis, complemented with literature review and data collection from the academic community.

Development:

the purposes of the Commission, the agenda of objectives and operational activities and the procedures and mechanisms for their fulfillment were determined. The lines of research, criteria for the presentation of projects, incentives for research and scientific publication, and criteria for seeking funding were outlined. At the institutional level, the goals, advantages and opportunities for the success of the commission were identified, as well as the production indicators for monitoring the expected results.

Conclusions:

with the foundation of the Commission, we aspire to the visibility and institutionalization of progress and partial and final results in the evolution of the interventions in the university community. To this end, goals and management indicators were established, planned both in the medium and long term. The established guidelines will result in the formation of a community of professionalized actors that dialogue in epistemic, methodological, statistical, knowledge management and science terms based on critical-reflective thinking.

INTRODUCTION

The university plays a fundamental role in the generation of new knowledge by stimulating scientific, technological, humanistic and social research. The weight of the Faculty of Medical Sciences (FCM) of the University of Buenos Aires (UBA) in terms of the number of graduates is ample, which is reflected in the record of the graduation rate of the national census of university statistics. For this reason, it is essential and critical that these nursing professionals, as well as the rest of the professionals of all the careers offered at this faculty, obtain quality training.1

According to Geffner, "...the quality of a faculty depends directly on the quality of its researchers and research projects; you cannot educate well if you do not do research...".2

Research stimulates critical thinking and creativity.1 In response to this, FCMUBA after analyzing the situations that can be addressed from the academic field, and therefore the turning point of the state of affairs of this dimension, gave rise to the Commission of the Area of Research and Knowledge Management (CAIGC). The projections of the CAIGC have crystallized the creation, development and projections in the undergraduate and graduate Nursing of the UBA.

The management, innovation and development model advocated by the team of the Bachelor's Degree in Nursing at the University of Buenos Aires, is consolidated with a current vision and projected in the medium and long term future, in terms of institutional challenges and goals. To this end, it adheres to contextual dimensions of national and international social policies, which have been called emergencies of the public agency in terms of productivity and competitiveness in the face of quality standards. This impulse has been propitiated by actors of the governing body of the Faculty of Medical Sciences and the University per se, all in reference to higher education, responding to the mission of research and transfer, university extension and evidence-based teaching, as well as the determinations for the curriculum emanating from the resolution of the Ministry of Education of the Nation in instrumental matters in the area of research as a critical point in the design of the curriculum.3,4

These precedents and attributes related to the optimization of the functioning of the undergraduate and graduate careers in the local context and aligned with the need to reflect and act with synderesis in terms of genuine, collaborative contributions and in the framework of the impulse for open science represent the starting point for the creation, development and projections in the undergraduate and graduate Nursing of the University of Buenos Aires through the formation of the Commission of the area of research and knowledge management.1

The CAIGC plans, manages, consolidates and evaluates procedures, mechanisms and substantial recommendations that promote lines of research relevant to the discipline. These tend to be combined with other areas, which gives added value to open, emancipated science as a social construct that democratizes knowledge. Thanks to the creation of this commission, crystallized in the light of the documents that make explicit the trajectories and considerations for the organic and effective functioning in the educational community, the organic, teaching and research functioning of the Bachelor's Degree in Nursing and the disciplinary postgraduate courses at the University of Buenos Aires has been boosted.5

METHODS

A qualitative phenomenological-hermeneutic study research was carried out focused on documentary and historical-logical analysis,6 complemented with literature review and data collection from the academic community for the elaboration of the annual operational agenda of the Commission of the area of research and knowledge management in the undergraduate and postgraduate Nursing degree at the University of Buenos Aires, framed in the period from March to November 2023.

DEVELOPMENT

Research in health is defined as the process of knowledge production aimed at the study of health conditions and social responses to these conditions.7 In the most generic sense, research is the process of production of new knowledge (scientific and non-scientific).(8

Research can also be defined as the action and effect of carrying out intellectual activities, with the purpose of increasing knowledge on a given subject and aiming to broaden scientific knowledge, without pursuing, in principle, any practical application.9 In 1947, B. Houssay, Nobel Prize for Medicine, expressed the opinion that the development of science, technology and scientific research are an urgent and unavoidable need to move forward.10,11

On March 23, 2023, the foundations for the creation of the Commission of the Research and Knowledge Management Area (CAIGC) for the undergraduate and graduate degree in Nursing of the Faculty of Medical Sciences of the University of Buenos Aires (FCMUBA) were crystallized as an initiative of the direction of the Bachelor's Degree in Nursing. The members of the team established through dialogue the organizational and functional bases for action planning. in the short and long term. Its objective is to build bridges of knowledge, having as a key axis the educational community of the disciplinary undergraduate and graduate degree programs.12,13

Purposes and agenda

This committee defined the following purposes:

    In order to move forward and achieve these purposes, the following agenda of objectives and operative activities was elaborated:

      Procedures and mechanisms

      By virtue of this, the procedures and mechanisms that promote such objectives and activities were defined. Therefore, the FCMUBA Bachelor's Degree in Nursing defines a strategic projection at the undergraduate, graduate and postgraduate levels in the medium and long term in terms of knowledge and information management. This is based on expected products within the framework of scientific development, involving the academic staff, students, graduates and referents, external guests and members of the community related to the purpose of the following lines of research:15

        Considering the concept of research line as "the set of research on the same object field, the same region of reality or area of knowledge, which articulates concrete projects from which academic processes are dynamized".15

        In reference to the presentation of research projects, a standard model was designed with the following structure:

            In relation to the training of the teaching staff, students and graduates in the area of research, the following aspects were considered:

              The Open Researcher and Contributor ID (ORCID) is an open, non-profit, community-based project that provides a system for the unambiguous identification of researchers and a clear method for linking research activities and products of these identifiers. ORCID has a unique ability to reach across disciplines and research sectors, cross national borders, and cooperate with other identification systems.16,17

              For the encouragement of scientific research and publication, the following is taken into account:

                Regarding the search for funding for research projects and activities, the following criteria were considered:

                  In the interest of promoting scientific publication and research results, the following was programmed:

                    In order to operate in synergic development networks and contribute to the visibility and scientific impact of the discipline, career and institution, the following strategies were considered:

                      All the above aspects are managed and addressed by means of an official and formal communication system through institutional e-mail (investigacionenfermeria@fmed.uba.ar), interactive group with online chat, video communication platforms, virtual classroom, meetings with face-to-face meetings based on a functional schedule of annual programming and teleconferences.

                      The institutional goals projected by the committee correspond to the following items:

                        In order to monitor expected results, production indicators were drawn up:

                        • Number of research papers received by the committee.

                        • Number of articles published or in the process of publication according to subject area.

                        • Ethical and scientific quality: ethical considerations, informed consent, data treatment, citation standards, declaration of conflicts of interest, other dimensions.

                        • Protected hours for nursing faculty research.

                        • Other metrics that are pertinent to the generation of research products (scientometrics, bibliometrics, metrics).

                        • Number of research products completed and published during one academic year.

                        The current challenges in terms of exponential growth and scientific-technical impact, scientific dissemination and diffusion represent the Achilles heel of many higher education institutions, the public-private agency, and the scenario in which the intangible capital takes place in terms of the significance of the contribution in the century and context that is the driving force of the world of science: productive and sustainable.3,5,13

                        Therefore, the initiative to generate solid, supportive and collaborative institutional spaces, as highlighted by the creation and implementation of the CAIGC, establishes the historical footprint in the present and with future projections to strengthen nursing research at institutional, local and regional levels.22,23

                        To this end, the authors emphasize the need to consolidate a network of actors and researchers that promote the support of arguments of advanced nursing practice, the enhancement of competencies for research, improvement of educational quality and performance of graduates in professional practice. In addition, evidence-based practice and decision making should be made visible as an instance mimetized in a balance between knowledge and interaction with institutional, environmental and formative factors.24,25

                        Subjective and objective conditions for the successful functioning of the CAIGC

                        In this aspect, two substantial dimensions stand out as a product of the integrative analysis of the current state of affairs in the area of research in the institutional framework:

                            With the foundation of the Commission of the area of research and knowledge management for the development and projections in the undergraduate and graduate Nursing of the University of Buenos Aires, we aspire to the visibility and institutionalization of advances and partial and final results in the evolution of the interventions in the university community. To this end, goals and management indicators were outlined, planned both in the medium and long term, for the establishment of an academic culture with a firm scientific basis, committed and aligned with the mission of research and scientific-technical transfer. The established guidelines will result in the formation of a community of professionalized actors who dialogue in epistemic, methodological, statistical, knowledge management and scientific terms based on critical-reflective thinking.
