One of the problems faced by teachers in Ecuadorian education in recent years is related to the perception that students do not have enough motivation to learn, this situation does not escape the subject of Physical Education. From this premise, the research problem was identified in high school students during the Physical Education class at the Admiral Illingworth Naval Academy, thus the aim of this work is to develop a system of pedagogical activities that stimulate motivation for learning in basic students. The study is based on a diagnosis test that confirmed the problems during the teaching-learning process of Physical Education and on the use of empirical methods such as scientific observation, survey and documentary review. The theoretical validation of the proposal relied on the expert criterion method and the Delphi statistical technique, which revealed its relevance and feasibility to be applied in practice.
