This article follows the entrepreneurship from the actions of the universities of the province of El Oro on the southern border of Ecuador, considering projects of linkage with society and the capacity of these to provoke ventures. With statistical data from the two most important universities, a comparative and longitudinal analysis is carried out with which its results are inferred to the higher education system, considering universities of no more than ten thousand students, in addition to activities of public institutions that support entrepreneurship, concluding That there are negative results in university action in entrepreneurship and may be common in other universities because of lack of clarity in projects and their meager impact measurement
