The objective of the study is to analyze the application of public policies for the benefit of the population with disabilities and their impact on greater and better access to education services in the Milagro canton, 2007-2017 period. For this compliance, the inclusion policy agenda, the population with disabilities, access to education of this population, among others, were analyzed. The methodology applied was a field work. The population was 212 students enrolled in educational establishments in the Milagro canton, the sample amounted to 203 students. The instrument applied was one, answered by the representatives of the affected students. In Milagro, 212 people are registered, lower than the estimated population of school age belonging to that group that is around 2,811 children and adolescents between 5 and 19 years. Another aspect is that the disability with the greatest participation in the educational system is the intellectual one, while statistics indicate that it is the motor physicist with the highest participation, which would indicate that this group is not being included. Another aspect is the lower participation of female students. Although the population applauds the inclusive policy for the group of children with disabilities, the evaluation indicates that the perceptions of impact are still below average.
