Since 2008, the Honduran Institute of Earth Sciences of the National Autonomous University of Honduras has been promoting the measurement of the capacity to respond to natural hazards at the municipal level; to this end, a first version of a survey was developed to measure this capacity through an index. In 2012, the 298 municipalities that make up Honduras were evaluated and by 2021 the methodology was updated, going through multisectoral consultation processes, technological innovation and adding some indicators to finally establish a methodology that diagnoses in general terms the municipal response capacity to natural and biological hazards, which was implemented in 65 of the 298 municipalities in the country.
