The educational deficit is one of the most pressing problems in Mexico, considered both cause and consequence of the current socioeconomic situation in the country. Illiteracy in Veracruz, as one of the indicators of this lag, is discussed in this article, by which his situation is characterized by the entity to demonstrate that there have been no significant advances despite being given treatment from the government discourse and be an issue with a presence in public policies. Finally organizing an initial proposal for the design of a project to address illiteracy from the perspective of common effort is made.
