Over the last two decades, the struggle for the full exercise of the human right to communication in Latin America combined the demands of various groups that managed to overcome the public agenda’s marginal spaces and consolidated new paradigms that transcended the idea of freedom of expression, understood only as freedom of the press. These manifestations took shape based on principles and standards of human rights and their articulation with state initiatives, for the formulation of normative reforms and the promotion of public policies. The challenge of expanding thematic and frontiers to ensure fulfillment of the role of States as guarantors of pluralism and diversity, while limiting the power of the great media conglomerates, remains
