The current text systematizes international theoretical discussions related to information and communication access rights, as warrantors of life in democracy and the exercise of other civil, political, social and cultural rights. In its condition of interdependent and transversal rights, they substantially contribute to diversify the citizenship notions and to favor democratic practices as the efficient participation in the social and personal decision making, the transparency and good governance, the fight against corruption and the improper government acts, the citizen control and the accountability. In the light of this, some of these rights challenges for the Cuban social project are presented. Beyond the legal and institutional and guarantees, and the mechanisms that assure the citizen exercise in equal conditions, in Cuba it´s turning indispensable to think on an independent and autonomous institutional structure, capable of incorporate the subject types obliged by law, regulate them and make them fulfill their role, so the citizen responsibility of questioning administrative management is combined with the proactive, open attitude, from the institutions to communicate the public interest information
