The research determines the incidence of cultural management in the province of Cañar, and in it the canton of Azogues, in the exercise of the rights to culture of its citizens and communities. That fact opens a door of reflection to the following scientific approach: Will cultural groups be a dynamic axis of cultural management in the canton of Azogues? in the face of a problem that has not been addressed in the field of culture and communication. It is necessary to seek alternatives for change in the structures of collective communication, through a proposal based on qualitative research, with a holistic ethnographic perspective. On the other hand, it analyzes cultural management as a starting point towards the integral development of Cañar, and then shows the conception of the identity of its peoples and the cultural rights foreseen in the legal bodies already referred to.
