Education competence is of great importance to achieve a comprehensive training for students. Year coordinators' poor performance requires pedagogical alternatives to be found, which contribute to enhancing this competence. Therefore, a proposal for solving this problem was made, based on general system theory. Coordinator's functions were determined by using functional analysis, and a methodology was created, based on Kaplan and Norton's Balanced Scorecard to keep track of managers' competence. A strategy for enhancing this was adopted and its results were assessed.
