The deep transformation that occurs nowadays in the health service is very topical at the present time. That's why, it is talked about a revolution in the system. It is characterized by the political and ethic strengthening of the workers and cadres of the system, by the process of technological transference of the secondary and tertiary level to the first level and by the gradual disappearance of the gap between the so-called care levels. The consequences of the above does not necessarily imply the disappearance of the levels, but a reconceptualization of them. The topic is polemic and it suggests a deep reflection. It does not allow to reach a firm conclusion
