The complexity of the health phenomenon and its interrelation with well-being and quality of life justifies exposing the advantages offered by intersectoral empowerment of local managers as a context for Public Health to act. From the debate among the authors with expertise in the subject and the reviewed bibliography, it was found that intersectoriality is the premise for achieving higher goals and objectives in the management of public health. However, in the international reality, it tends to be projected as a hierarchical management of health services, with the cooperation of other social sectors induced by international entities. At the local level, intersectoriality frequently lacks of a systemic epidemiological approach. In the Cuban socio-economic context, although intersectoriality is present as a response to social determinants conditioned by a political will, it needs to be optimized. Empowerment develops acting capacity because of the commitment that it generates in the different sectors, so it is promising for the improvement of intersectoriality by contributing to the interactive involvement of social sectors in the health problems affecting communities, institutions and individuals. It is concluded that induced intersectoral actions prevail globally in response to pressing situations, but to develop intersectoriality as a strategic technology, intersectoral empowerment of state or private sector leaders, including local community leaders must be promoted in order to build alliances and actions for the greater social good population health is.
