Universities, in addition to their educational function, become centers of social interaction and as such, a representation of the country's population interacts in them. The recognition of the rights of people belonging to priority groups has been explicitly stated in the Constitution of Ecuador, but in the university environment requires a detailed study, which is why it is interesting to know the perception of people who belong to these groups and are inserted in universities. Given that dissatisfactions were observed, to deepen in their causes and to propose the strategy to follow to attenuate them. For this purpose, techniques and instruments such as observation, interview, general problem-solving method, IADOV, DEMATEL and VIKOR were used. The perception was known, the causes were analyzed, their internal interactions and the alternatives for their mitigation.
