Endoxing all students to learn and develop in the same socio-educational context and under principles of accessibility, law, equality and equalization of opportunities, is a priority for the sustainable development goals set out in the 2030 agenda and therefore of the Cuban State in general and the educational sector in particular. Derived from this approach, the article presented aims to systematize, from a historical and theoretical point of view, aspects related to inclusion as a principle of the genuine Cuban educational system. For the conduct of the study, theoretical methods such as documentary analysis, analysis and synthesis, induction and deduction and systematization, which enabled, on the basis of the regulations established in different international and national documents, to raise the budgets and views that underlie as legal foundations of inclusive education in Cuba, from 1959 to the present day, with its expression in the Third Improvement of the National Education System.
