The software project management in Cuba has become a key area for improving production processes and decision-making in organizations. Several models and standards for process improvement, related with project management, proposed best practices on issues of planning and control of projects. However, they are generic guidelines that describe only those activities to execute, leaving the responsibility for implementing to organizations, using sometimes, expensive proprietary informatics tools to achieve these goals. This research proposes a process for planning and control of software projects using Xedro-GESPRO: an open-source software tool for project management domestically implemented. The proposal is successfully being applied by the network of production centers of the Informatic Sciences University of Cuba, observing greater efficiency and effectiveness in the planning and control of their projects
