The starting point for the study were the analysis of the healthcare situation in the territories and in Cuba as a whole made by the Ministry of Public Health with the participation of other state central administration bodies, experts and representatives from the three levels of health care, research centers, higher medical education centers and community leaders; and the diagnosis of the present situation of the science and innovation system in the field of healthcare that identifies strengths, weaknesses, threats, opportunities, allies and opponents, and was used as an indispensable tool for identification and prioritization of branch programs. The study was performed on the basis of meetings and workshops held in selected provinces with municipal participants, whose activity was aimed at identifying and debating the needs and priorities, and on the basis of this process, analyzing, reformulating and implementing the branch programs, its objectives, strategic guidelines and activities in the search for higher effectiveness and efficiency of the system. There was an official announcement of projects in branch programs; 498 new projects were presented, which were applied a process of analysis by groups of experts, negotiation, approval, contracting, evaluation and control. Monitoring included permanent follow-up from the provided information through indicators of process and results, therefore, the fulfilment of the tasks contained in the project was supervised; managerial, technical and economic biases occurring in some projects were corrected, with a view to assuring their fulfilment. This process allowed the closing of finished projects and the cancellation of interrupted projects or of those projects that have not begun yet. All this made it possible to approve 237 new projects and to reduce the total number to 477 branch projects underway. The territorial projects increased from 159 to 184, the category of municipal and institutional projects was created, reaching 1 965 institutional projects whereas projects not related to programs decreased from 393 to 48 but all of them were of territorial interest
