Resumen

With the principle of universal citizenship, endorsed by the Constitution of Montecristi (2008), progress is made towards an evolution of that concept, guaranteeing the integrality, freedom and rights of people in human mobility; However, Ecuador has gone from 2008 to the present, towards a regressive migration policy that contradicts the aforementioned principle of openness, whose legal precedent is the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families. In the work, the approach of migratory networks and chains is conceptualized, dialoguing with authors, in order to understand the scope and strengths of that theoretical tool of great utility to characterize the process of human mobility; It also seeks to analyze the migratory waves of Ecuadorians, with emphasis on the study of the third wave that we are currently experiencing. Finally, at the end of the investigation, the aforementioned International Convention is investigated, in order to find elements of coherence and articulation with the philosophy of universal citizenship, which could serve as a basis and support to forge in the region, transnational policies to protect the right to free human mobility.
