In the last seventy years, through the macroeconomic and social planning of national projects, the state coordinates the quality, structure, and efficiency of higher education linked to socialist modernization and incorporates it into the comprehensive strategy documents of the Ministry of Education: the leadership and unified planning of the central government and the orientation of teaching in colleges and universities, so that they contribute to economic and social development. However, some refer in studies of cultural roots that the development achieved in the field of science, technology and higher education is contradictory, which hinders the analytical capacity of students and hinders the development of talent. The present work aims to characterize the development of talent from the policy of higher education in current China that responds to this so-called "Chinese paradox".
