The improvement of the model of construction of socialism in Cuba, has among its most innovative elements, a new conception of the relational process territory-tourism, recognizing the bidirectional synergies that are built and impact the dynamics of growth and development of the country. In this perspective, the present work establishes the design of a productive system that, from the management of local development with an intermunicipal relational approach and multi-actor, multi-level and intersectoral articulation, contributes to the articulation of the municipal economic-productive structure with tourism sectorial.
