Revealing the theoretical criteria identified for the study of the political behavior of intra-organizational leadership in the Municipal Committee of the Communist Party of Cuba, is the purpose of this article. This criterion is based on the fact that ensuring political efficacy of the political behavior of intra-organizational leadership at this level of party leadership expresses an essential relationship between the functional organizational model of political behavior of intra-organizational leadership, implicit in its regulations, and the premises required in its activation. This has great methodological value, due to its possible impact on the specific territorial, historical realization of the socio-political mission. It has a singular importance in the current conditions of Cuba, whose development strategy is based on local territorial development, which requires establishing relations and behaviors in its party structures and leaders, more in tune with the sociopolitical mission of the Party recognized in the Constitution.
