The study illustrates one of the ways in which the United States uses communication as an instrument of domination in its projection abroad. In this framework, it will focus on the analysis of the microstructures of the political discourse of the United States Agency for International Development in the legitimization of the use of international cooperation as an instrument of its foreign policy towards Mexico during the presidential term of Donald Trump (2017). -2021). The research was inscribed in the qualitative perspective, and used the documentary bibliographical review and the interview as information gathering techniques. The results revealed that USAID's discourse towards Mexico uses the pretext of development cooperation as a public image, to carry out its political interventionist plans in order to benefit North American capital and to stimulate biopiracy activities.
