In a global scenario of economic recession, as a consequence of the COVID-19 pandemic, tourism stands out among the most affected sectors. In Cuba, tourist activity has been severely affected by the crisis. The strategies to face the crisis depend the resilience resources of the companies. Based on the study of the models and procedures used internationally to address organizational resilience, strategies and actions for entrepreneurs and local governments are opposed. The actions make it possible to strengthen the resilience capacity of organizations by promoting internal tourism and the development of tourisms entrepreneurs focused on local development. The actions are focused on promoting the consumption of internal tourists, the creation of support and training networks, new entrepreneurs and the revival existing ones.
