Management of science and innovation in universities is an important element to meet the society's technological demands. However, this process presents theoretical, methodological, and practical limitations that demand improvement. The object of study was to suggest a systemic, flexible, participative, and proactive management technology for science and innovation in universities. Theoretical and empirical methods were used, and a unique case of study was developed. The main results were the conceptualization of the studied process, the founding of its theoretical and methodological platform, as well as a management technology. The application of the technology in a Cuban university proved its effectiveness thanks to the significant improvement of results in the evaluated results.
