The objective of this text is to present the theoretical foundations that support a study on the development of communicative competence in the context of the professional performance of the officials in charge of the process of caring for the population in Health. It derives from the research project Methodological strategy for the development of communicative competence in the context of the health personal-patient relationship, in primary care; associated with the National Health Program Organization, efficiency and quality in the services managed by the Center for the Development of Social and Humanistic Sciences in Health. The study had an action-research nature and was developed during the period between March 2018 and February 2020. The documentary analysis allowed the establishment of the assumptions that are assumed to influence the process of developing knowledge about communicative subcompetencies as professional competence in terms of health care. The databases SciELO Cuba, SciELO Regional, ClinicalKey, Cumed, Lilacs, as well as the websites of the Pan American Health Organization and the World Health Organization were reviewed.
