This paper presents an analysis of the health situation, the health system and the strategy of human resources and development in Cuba at the end of the XX century. To this end, a bibliographic review on this topic is made, making emphais on pertinent statistics. Two previous publications devoted to the topic of human development and equity in which the author took place are used in intenso . The health situation of the Cuban population at the end of the XX century is described. It was highly favorable and summarized in relevant indicators it evidenced an infant mortality rate of 7.2 per 1 000 live births, a direct maternal mortality of 34.1 per 100 000 live births, erradication of diseases, such as polyomyelitis, tuberculous meningitis, neonatal tetanus, diphtheria, the syndrome of congenital rubella, meningoencephalitis due to parotiditis, and measles. The prevailing problems in communicable diseases are hepatitis and the sexually transmitted diseases. AIDS presents a low rate: 15.1 per million of inhabitants. The non-communicable chronic diseases and the accidents predominate among the death causes. The health system adopted more than 40 years ago is described and defended. It is a state system that is free for the population, with a total coverage, scientifically supported and solidary. Emphasis is made on the value of the development of human resources to improve the health situation, as well as on the kindness of the state health services system. Three reasons support the system and its sustenance: political will, election of adequate technologies (including primary health care as a strategy) and social participation
