The Cuban Public Administration is immersed in a process of perfection where territories and especially municipalities are called to play an essential role given that it is the structure of power closest to citizens and where it has the greatest expression of socialist democracy. If we aspire for our municipalities to be prosperous and sustainable, we need a continuous improvement of the processes carried out by the organization and therefore a municipal management that leads to satisfactory levels of quality. To do this, it is necessary to have indicators that make possible to measure realities and attain achievable goals that will advance and develop each territory taking into account their demographic trends and their environmental conditions. This paper proposes a system of quality indicators to evaluate municipal management with the objective of establishing plans for the continuous improvement and control of internal processes of the organization that lead to goods and services that guarantee the satisfaction of citizens. It is presented a first validation of the proposal based on the work carried out by managers from seven municipalities in the capital. All this will allow gradually increasing the quality culture that leads to a sustainable development with the consequent improvement of the population living conditions and the protection of the environment.
