Attention to population aging and especially to the elderly is a relevant issue worldwide and in particular for Cuba due to the high aging rate of its population, so actions should be designed, from the Social Policy, aimed at giving answer to this situation. The purpose of this work was aimed at socializing the procedure for the design of an intervention proposal aimed at the elderly in the municipality of Santa Clara. It is the result of the work carried out by the Group of Attention to the Population Dynamics of the province of Villa Clara, assigned to the CITMA, which had as commission to adapt the national policy approved for the attention to population aging, to the characteristics and possibilities of the province. The methodology used combines qualitative and quantitative methods related to the object of study. The experience was based on the socio-demographic characterization of the older adult population of the municipality. The popular council Centro, the Home for the Elderly No. 2, the Grandparents House of the Manuelita neighborhood, and the Care System to the Family of the popular council Hospital, were chosen for the intervention. It was possible to confirm the need to establish cooperative relationships between the different sectors that have an incidence on the elderly, as well as the social actors of the community, highlighting the processes of intersectoral cooperation as a principle by which it should be governed the social policy aimed at this population group at the municipal level.
