ABSTRACT Labor competencies are seen as the state or quality of being adequately or well qualified, having the ability to play a role in a specific business or sector. In this respect it is necessary to also define “competencies” as “properly doing the job; getting results; having skills, knowledge, attitudes used to improve performance.” The research problem was the need to determine what “competency” means to informal textile and garment workers from the Ecuadorian province of Tungurahua, by describing the job they do. This allowed major strengths and weaknesses in this sector, and the challenges it faces to be known. It also permitted the identification of the competencies necessary for these workers to improve their performance. The information gathered contributed to creating a methodology for enhancing labor competencies in this sector.
